Essential oils that are safe for topical use or diffusion on children 10+ years

By the age of 10, most essential oils are safe to use by diffusion or topically, but again, always use care when working with essential oils.  Always do a patch test; testing for skin irritation, and it is good practice to ask a doctor before using any essential oils on anyone.

Note that peppermint, eucalyptus, and rosemary essential oils are all avoided in younger children because they contain a chemical called cineol and menthol, which can slow down breathing significantly, thereby making it extremely dangerous.  If you are purchasing a blend, ensure these essential oils are not part of the blend either.  Caution and care are always advised.  Always remember to dilute your essential oils and dilute them well.
